A research licence under the Cannabis Act permits the possession, production, and use of cannabis for scientific research purposes. Unlike commercial licence classes, research licences are scoped to specific study objectives and require a clear connection between the proposed cannabis activities and the research being conducted.
Health Canada evaluates research licence applications on the coherence of the research plan, the qualifications of the research team, the adequacy of physical security measures, and the procedures for handling, storing, and disposing of cannabis within the research environment.
Research licence applications require specificity. The proposed activities must be described in enough detail for Health Canada to assess whether the licence scope matches the research objectives. Security plans must account for the quantities and forms of cannabis that will be present on site. The application identifies the responsible person and describes security arrangements appropriate to the proposed research activities.
For university departments, private research organizations, and companies conducting R&D with cannabis, the application process involves translating research protocols into regulatory documentation — a different skill set than designing the study itself.
