Cannabis processing licences cover the transformation of cannabis into finished products — extracts, edibles, topicals, oils, capsules, and other product formats authorized under the Cannabis Regulations. A processing application is evaluated on whether the proposed facility and procedures can produce safe, compliant products at the intended scale. Health Canada examines extraction methods, formulation processes, packaging procedures, quality assurance plans, and the documentation systems that tie everything together.
Processing applications carry additional complexity because product types vary significantly. An operation producing cannabis oil has different facility, equipment, and procedural requirements than one manufacturing edibles or topicals.
