Cannabis processing licences cover the transformation of cannabis into finished products — extracts, edibles, topicals, oils, capsules, and other product formats authorized under the Cannabis Regulations. Both standard and micro-processing licences require a coherent plan connecting your intended products, processing methods, facility design, and quality controls.

A processing application is evaluated on whether the proposed facility and procedures can produce safe, compliant products at the intended scale. Health Canada examines extraction methods, formulation processes, packaging procedures, quality assurance plans, and the documentation systems that tie everything together.

The challenge

Processing applications carry additional complexity because product types vary significantly. An operation producing cannabis oil has different facility, equipment, and procedural requirements than one manufacturing edibles or topicals. Each product format introduces specific considerations around formulation, stability, homogeneity, and packaging that must be addressed in the application.

Micro-processing applicants face the same documentation standards with some differences in permitted activities and facility scale. The application still needs to demonstrate compliant production flows, quality controls, and Good Production Practices appropriate to the intended products.
